Job Description
Purpose of Position
Maintain and repair City streets, maintain City grounds and ensure cleanliness of all City property
Major Duties and Responsibilities
Maintain and repair City streets
Haul asphalt, dirt and gravel to appropriate locations as needed
Scrape and clean roads as needed
Overlay City streets and roads
Fill potholes existing on City streets
Remove trees and tree branches from street as needed
Install culverts as needed
Install and maintain street curbs and gutters
Remove excess debris from area
Clean and form curb back with asphalt
Poor asphalt over curb
Shape asphalt to correctly form curb
Allow concrete to cure properly
Remove excess limbs from City streets and surrounding area
Receive work order
Utilize chain saw to remove excess limbs
Collect limbs and scattered debris from street
Complete work order paperwork
Ensure City streets and surrounding areas are clean
Inspect streets and ditches for debris
Remove debris, as needed
Dispose of debris in appropriate manner
Maintain departmental vehicles and equipment
Perform preventive maintenance on vehicles and equipment by checking tire pressures, oil and fluid levels and pressures before each run
Complete weekly scheduled maintenance on trucks
Assist Sanitation Department, as needed
Determine appropriate sanitation route
Drive sanitation truck
Ensure all garbage is collected
Perform other duties as directed
Job Context
The Skilled Laborer is a full-time, permanent position in the Street Department. The immediate supervisor for this position is a Laborer Supervisor. The person in this position is supervised on a daily basis and has no supervisory authority. The Skilled Laborer works regular hours most of the time with occasional overtime when the workload demands it. There is no night or shift work involved with this position. The person in this position is not on call. 100% of the work for this position is outdoors and requires work done in all types of weather conditions. The position has accountability for safety and legal issues related to the work for which this position is responsible.
There is exposure to chemicals and/or hazardous materials on a daily basis. This exposure includes, but is not limited to, asphalt, automotive fluids, carbon monoxide, and garbage. The stress level associated with this position is average. Physical work involved with this position includes, but is not limited to, shoveling dirt and asphalt, operating departmental equipment, walking and standing for long periods of time, carrying branches and other debris, trimming trees and removing trees.
Requirements
Certification, Education and Experience
Certification: A valid driver’s license is required for this position.
Education: A high school diploma or its equivalent is required for this position.
Experience: No experience is required for this position.
Knowledge, Skills and Abilities
Knowledge:
Layout of City streets
Street maintenance and repair techniques
Procedures for using asphalt and concrete
Vehicle maintenance needs and procedures
Proper operation of departmental equipment
Location of City properties
Proper grammar and proper use of English in speaking and writing
OSHA standards and regulations concerning employee safety
Federal and state statutes concerning the work of the department
Mathematical skills, including addition, subtraction, division and multiplication
General functions and operations of municipal government
Skills and Abilities:
Lift heavy amounts of garbage and debris
Remove dead tree limbs
Operate departmental mowing and trimming equipment
Prioritize daily work flow
Work as a team member with other employees
Meet specified or required deadlines
Make decisions within specified time restraints
Communicate effectively with residents, elected officials, other City employees, etc., both oral and written
Maintain confidentiality
Work autonomously when necessary

Physical Requirements:
Must be able to frequently lift, carry, push, pull, or otherwise move objects weighing up to 50 pounds
Ability to bend, stoop, and crouch frequently
Must be capable to extending the hands and arms in any direction; handling, seizing, holding, grasping, turning, or otherwise working with the hands/fingers
Must be able to sit and stand for long periods of time
Ability and stamina to keep up with a moving truck and to climb up and down garbage truck
Ability to work in all types of weather conditions
